WASHINGTON, March 31, 2016 – Today, the 9-1-1 Location Technologies Test Bed, LLC, an independent entity established by CTIA®, announced that LCC Design Services, Inc., a Tech Mahindra Company, was selected to administer the indoor 9-1-1 location accuracy test bed. As the independent administrator of the test bed, LCC will develop a process to evaluate the indoor performance of wireless carriers’ deployed and new technology vendor’s wireless 9‑1‑1 location accuracy solutions. The test bed results will provide critical information to determine compliance with the FCC’s rules and potential improvements to existing capabilities that will enhance public safety’s abilities to respond to emergencies quickly and safely.
“Selecting LCC is another important step forward to meeting the FCC’s aggressive timelines to enhance 9-1-1 location accuracy. After a competitive and thorough RFP process, LCC exhibited the experience necessary to execute the complex and robust indoor location technology testing process, which will evaluate the performance of deployed and emerging wireless 9-1-1 location technologies, such as Z-axis,” said Test Bed Vice President Tom Sawanobori.
The FCC adopted new rules [PDF] in 2015 requiring wireless carriers to improve 9‑1‑1 location accuracy when using mobile devices. The FCC’s rules were based on the Roadmap to Improve 911 Location Accuracy [PDF] adopted in 2014 by AT&T, Sprint, T-Mobile and Verizon Wireless as well as the Association of Public-Safety Communications Officials (APCO) and the National Emergency Number Association (NENA). CTIA established the 9-1-1 Location Technologies Test Bed to independently and transparently study the performance of new and existing 9‑1‑1 location information technologies.
The Test Bed named the Alliance for Telecommunications Industry Solutions (ATIS) as the project manager for the RFP process to select a vendor for the National Emergency Address Database (NEAD) Platform. In that role, ATIS continues to oversee test plan implementation carried out by the test bed administrator, LCC. The two-tiered partnership will ensure the test bed produces unbiased data in a timely manner for the various stakeholders in accordance with the FCC’s rule.
